The Contra Costa Water District updated their 2003 Master Plan in 2010-11. Working with Brown & Caldwell, Trussell Tech participated in a regulatory review by taking a close look at emerging contaminants and regulations including the proposed Total Coliform Rule (TCR) revisions, bromate, pharmaceuticals and personal care products (PPCPs), and the Contaminant Candidate List (CCL) / Unregulated Contaminants Monitoring Rule (UCMR). Trussell Tech also prepared a TM on the treatment evaluation associated with the Master Plan update including issues associated with and treatment options for control of bromate formation with ozonation, as well as a close look at UV disinfection to comply with the Long Term 2 Enhanced Surface Water Treatment Rule (LT2) should the bin classification require additional treatment beyond conventional treatment. In the analysis of the UV disinfection system, Trussell Tech performed preliminary design calculations and conducted a cost analysis for two alternative UV disinfection systems (Trojan & ITT/Wedeco) at 50 mgd.
