Trussell Technologies was retained to address appropriate Lead and Copper Rule corrosion control treatment and water quality parameters (WQPs) after SFPUC implemented system-wide chloramination and system-wide fluoridation in 2004-05. The existing corrosion control treatment (CCT), pH adjustment, was compared to practices (e.g. pH/alkalinity adjustment, phosphate inhibitor) at U.S. cities treating similar soft, low alkalinity water supplies. The project also looked at impacts on aging, concrete-lined piping in the Hetch Hetchy aqueduct. As a result, CDPH approved pH adjustment as CCT, reduced the pH WQP from 8.5 to 8.2, and eliminated Langelier Index as a WQP, saving SFPUC millions.
